pdfly does the least it can. It moves to a stronger pass only when the file is still over your size.

Questions
Can this compress a PDF to 200KB?
Yes. 200KB starts selected. You can also choose 500KB, 1MB, 2MB, or type a size in KB or MB.
Do you store my data?
No. pdfly does not store your data. A generated file is deleted within 1 hour.
What if the PDF cannot get that small?
pdfly shows the smallest size it reached. It does not offer a download that is still over your target.
Will the text stay selectable?
It stays selectable unless you allow rasterizing. Rasterizing can turn pages into images when a smaller file needs it.
How large a PDF can I upload?
Up to 100 MB. The target size can be from 8 KB to 100 MB.
